are you overclocking anything? are your drivers up to date? Are you using ssd or hdd?

And none of ur USB ports working have you checked the cables connecting to the motherboard? Also the error you getting the blue-screen on is a hardware failure error not software. So since you have no usb ports I'm suspecting u might be having a issue with the mobo itself.

To install OS you need to create a bootable ISO drive copy of windows or whatever OS you want. If you dont know how its easy and I could explain if needed
