Take the suggested build advice above, except maybe swap out the PSU for a gold rated one... Other than those nitpicks, it looks good. Only other things to really keep in mind are extra peripherals or maybe a wifi card or something.

You may want to try calling some of your parts manufacturers for tech support at this point.... I can't imagine what would be holding it back THAT much, and you're right, 20 fps on skyrim for that build is just stupid... My brother gets more than that on an old dual core amd rig with an archaic...

Alternatively you can start with just a system repair, see if that works... You can download windows from ms for the boot disc I think, and hopefully you have your key handy. Otherwise you would need to get into the os to get it I think.... I'd still just do a fresh install though. It's always...

If you can, then try switching the boot device order so that your cd drive, or another drive if you have others installed, has boot priority. Then, you will probably have the easiest results if you just boot windows install from the disc drive, and do a fresh install... If you have data you want...

Oh, did you hook up your monitor to the GPU hookups? Maybe you are somehow running it through the onboard video instead of the gpu's? I know that asus board has a feature where you can run a 2nd monitor without tapping the gpu, by running it through the cpu onboard video... Perhaps somehow you...
