I have a similar issue. I came to the conclusion that the software was lying to me. If you're getting good benchmarks it can't be running at x1. Just ignore it

I ran benchmarks on it after switching slots and it took a huge performance hit so it must have been running at x16 before but the AMD software was reporting it wrong

I got the graphics card plugged into the other PCI-E slot and it still says x4. Oh well it's not my main build, I just like to play around with it and my kids use it. Thanks for the input. I guess it can't be fixed

So either the slot furthest from the CPU is the x16 slot or there's something wrong with the motherboard. I just did a BIOS update on the motherboard and nothing changed

Is there a color code that tells which one is x16? The slots are two different colors.

It's Dell precision workstation T1600. I can't find the exact specs online but I am almost positive that it has at least one x16 slot. The second slot away from the cpu is most likely x4

Sometimes you will need to enable V-sync in the AMD windows setting and also try enabling in the game if the former doesn't work.

It's very possible that the other memory sticks are bad too. Just removing them from the PC can cause damage from static. I don't think there's any way to test the memory controller. You would just have to put a different cpu in the motherboard and see if the issue is resolved. Bad memory sticks...

Yes it is socket 775 but you have to find out which motherboard you have before you will know if it will support a quad core. According to this Dell forum, you would need the U562N motherboard to support a quad core. Open the case and look on the motherboard for the model number...

Problem solved, the DPI settings had to be changed. I was unaware that something like that could affect a game so drastically. The Windows 8 trouble shooter fixed it for me.
