    i had the same issue . the problem for me was my PSU where the GPU couldn't get enough power also since your GPU is a OC im pretty sure the PSU is the problem since a 400W is not enough for your setup . i would go for at least a 650W one with good rating,

    its quite normal for the fans to make a quite a noise when reaching their peak. you should have got a noise cancellation case (JK)

    if your pc turn off randomly might be a problem with your power supply. did you had it checked like installing another PSU and see how it goes?

    All 3000 series are known to have very high memory temperatures that surpass 100C and being the norm for them. Especially towards the higher end. your lucky to have it at 80 C

    your PSU is the problem a 3060 needs a minimum of 650W PSU which has a good rating try upgrading your PSU to at least 850W with a good rating

    Try putting another PSU that you have access to which has like a 700 or more wattage and check if it works.
