Ok, I found the problem. My previous CPU Cooler was dead and I just didn't realise it. I replaced the CPU Cooler and I'm getting temperatures 50 Degrees and below. There are no more fps issues and I'm getting normal behaviour. Thanks for all your help!

I've had this question for quite some time and I haven't really got a straight answer.
Specs:
2560x1440 @ 144hz monitor
GIGABYTE G1 GAMING GTX 1080 8GB
Intel i7 7700 (non-overclockable)
16GB RAM
700 watt PSU
My unanswered question is that is my PC or my GPU underperforming or not...
Also, When playing recent titles like Far Cry 5, the GPU usage in normally at 8-10% sometimes 16%. Is that a problem? Shouldn't it be higher?
My Cpu however, is at 50% most of the time when in game.
What would be a "top level" gpu? When I bought the monitor the technician said that the 1080p monitor was "too overkill" for my current gpu, recommending my current monitor. I get low VRAM usage in games but low fps... Shouldn't I get more fps if I have low VRAM usage in game?
