Yes a generic PSU can handle that. In fact it can even handle higher graphics card. BUT a generic PSU doesn't have any sort of protection. There is a high possibility that it will destroy your system sooner or later.

There's a very small space if you plan to put a 240mm radiator on top. The Corsair Hydro H105 is good. But is thicker and you might have a problem with that

Probably you have a problem with your monitor. If everything is okay with another monitor, same condition, then your monitor is being choosy. It's either compatibility issues or it's somewhat defective.

Definitely the R9 270X. And between the two brands I'd go with Gigabyte. But if price is your concern, better go with the lower price. Anyway their performance won't be that significant since they are both R9 270X.

It's not the card. It's the software. I think they need to update the software. I uninstalled GeForce experience and never used it. Don't see any significant reason why you should install it anyway.

ahnilated is right. don't turn them to sleep, most specially hibernate. I had a very bad experience with Seagate drives before.
