Why dont you wait for a while for 1070 and 1080 to be released. They would be much powerful than titan x and one third if its price only. You can ave up the money till then. A PC with 1080 in it would be a gaming beast.

Indeed. DO not compromise on the PSU because in the end it will be protecting you card from spikes and surges. YOu need to have a 450 WATT PSU.

I suggest not to wait for 1070 or 1080 because it will be out and tested after that we would be sure but since you are planing to maxed out 1080p then 970 is decent enough :)

This is normal. You see the fans are temp controlled. It will only spin when the card reaches near max temperature. I would suggest running a stress test like Furmark and do a 100% load test. See if the fans spin when cards heat up or not. If both fans spin at high tems then everything is fine...
