I'm pretty sure (now 95%) that it is caused by Steam Service. But I don't know what to do.

The issue did not persists in Safe Mode, but I can't certainly say, that it won't persist, if I will use it longer. Next I'm trying that clean boot. I will use my PC for a day and see, if it will persist again.

I have same problem. But when I install that tool, it's not installed at all. (Installation tooks few hours and after instalaltion it says installed, but I can't find this UPDATE and I am able to install it AGAIN... Windows Update doesnt say, that Update is already installed).
