Cam auto updates, gpu tweak maybe abit out of date, will recheck both when i am off work, any other software i should try?

I used cam and asus gpu tweak, both gave off the same readings, though fluctuations in fan speed and temps

Got a gtx 1070, noticed that my clock speed is stuck at 1632 all the time not increasing or decreasing, also the memory clock is stuck at8014 again not increasing or decreasing, this is during 100% load or 0% load, tried messing around with Gpu tweak still no use, any idea what's going on?

Recently i have been getting some really weird stutters in almost all games, dunno what's wrong, the fps is stable at 60, some times drops to 59 but nothing too big specs are:- gtx 1070, i7 7700k with NZXT kraken x42 aio, 16 gb ram any ideas?

Well if you have a 1080 and need to downgrade then i guess it will be hard for the 1070, probably 1080p 144hz is the safest bet
