Alright, reinstalled the game again. Same problem, it keeps stuttering and the core clock remains lower than usual.

I have planned on upgrading the RAM later down the road as the performance I'm getting right now is alright for my needs(I usually have it overclocked to 2666MHz cl14 which is stable). As for maxing out the settings, I have tried that also and it boosts the clock to around 700 MHz but the fps...

I just realized that I forgot to add that I also tried reinstalling the game and windows and none of them worked. I'll try it again and let you all know.

Cpu usage stays around 50%. For monitoring, I use hwinfo and look at it on my second monitor while playing the game fullscreen on the other. RAM stays around 80% with Discord and Opera running(now I close them because of the issue even though it doesnt change much).

Apparently the pins on the CPU were bent. After correcting the pins everything went smoothly. Thank you all for helping out!

CPU connector on the PSU has all the 8 pins together which are connected to the motherboard.

It is black and white.

The GPU has one 8pin connected to it and has no additional places where I can put the other 8pin connector. The letters on the connectors are white.

The PC worked completely fine with the previous GPU so I really doubt it's the PSU. I have tried reseating it, unfortunately it didn't work. Thank you all for trying, I'll try to RMA the card while it still has warranty.

The PSU is an FSP HP600S. Edit: I don't know if that would cause the artifacts. I read it only effects instability.

I've just got two BSOD's (video_tdr_failure and thread_stuck_in_device_driver) if that helps. Most likely gonna have to get my money back.
