Does anyone know if my AMD has that feature, and if it does, how I can turn it on?

Yesterday I've started getting ping spikes to my router about every ten seconds, I thought it might've been the adapter since there were no issues with it on another computer.

I have an MSI Radeon 7870, but because Minecraft has so little graphic intensity, the GPU clock doesn't go up and it sticks around 300MHz and causes the game to lag. Is there a power setting or a way I can get the 7870 to recognize that I'm playing minecraft?
