I recently upgraded to an RTX 3070 Ti and I’m having coil whine when scrolling through a website on chrome, the GPU usage spikes from 0% to 6% when scrolling I understand some coil whine is normal when the GPU is under high load but is it normal when there’s low usage? like on chrome for example?

If I open a text file, in both firefox and in notepad, the scrolling is continuously smooth in firefox whereas in notepad it breaks up. This in general true in any other windows application, like R studio, chrome, etc. How do I make scrolling in windows as it is in firefox?
