How much would you pay for an i7 4790 thats 1.5 years old and works approximately 3 hours a day??

Everytime I try to change the frequency above 60 hz I am told that I need a dual link DVI cable, which is exactly what I have. I have a VG248QE by Asus, and an R9 270x so I should definitely be able to handle a higher frequency. When I attempt to change it the screen blurs out.
