[SOLVED] 0 for 2 playing games on Windows 7

Wow this is frustrating.... So I have had a hankering to play some old need for speed games... Carbon, Hot pursuit II among others. I have played both games on a different Windows 7 PC not too long ago, but when I try to play on 2 other older Windows 7 machines it installs okay, but will not load.
I have tried recommended compatibility which is XP sp2, no go. Tried most if not all other compatibility options... nothing. Tried running as administrator.....that's right...nil.
One thing I have noticed both times when installing is that even when I have nothing else open when trying to install a msg comes up stating I need to close all other programs before proceeding..yet nothing else is up so not sure why that occurs.
I know this sort of thing happens with older games on 10, but this is getting ridiculous. Anyway would appreciate the help. Thanks

Try install directx user run times from Microsoft. https://www.microsoft.com/en-au/download/details.aspx?id=35

These games often have directx installers also you could try if they exist.

Install them as administrator.

Okay, thank you. I am pretty sure that I did install as administrator, but I will reinstall again just to make sure. If no go then will download directx user run times.
It's just odd that I am having this problem consistently as of late with games and Windows 7. Like I mentioned have not have this issue with very similar systems and 7 prior. It seems like now I already prepare for failure when I install a game and try to launch. Oh well, I will give these a try. Thanks again.
