[SOLVED] 1/3 case fans not spinning

I've hooked up the front fan the same as my other 3 fans (not including 2 on the radiator) and it doesn't look like it will spin. I've swapped the pins around with the the other fan and it's still not working. I've got the asus Pro X570 Prime motherboard and the RM 750x Corsair Power supply so it should have enough power with the GPU and CPU that I've got which is the Ryzen 7 3700X and the RX 5700XT. I've downloaded the ICUE software and the case is the corsair carbide SPEC-06. These are new fans from Corsair and I'd rather not want to buy a new one seeing as they're £20 a pop, so I'm expecting quality here. Edit: I have also flicked the fan and there's no life, only the LED around the fan works which confuses me more.

the CPU cooler's splitter is attached to the CPU_FAN header, right?
that would be odd for a CHA_FAN header to affect the CPU_FAN header(s).

there's a possibility that the front fan that won't spin has just malfunctioned and/or was damaged at some time.
the fact that you are having weird issues with other fan control could also mean the motherboard or the control software is somehow screwing things up.

i would try uninstalling any and all software related to fan control and the CPU cooler.
then set fan speeds in the BIOS and see if this fixes the fan issue(s).

try re/installing the motherboard control software first and see if you still get the right responses from the fans.
then reinstall the rest(iCUE, etc) and see if it interferes...
some fans require more power than others to start up.
if they are connected to 4pin fan headers;
set those header's fan speed curve profile to 100%. or to a "DC" mode if that is an option.

but, you are only showing the RGB connections to the Lighting Node & motherboard.
do you also have the fan's 3pin cables attached to the motherboard or to a separate fan hub?
if not, the fan blades are getting no power therefore cannot spin.
 
Those in the picture above are both my front fans. I set chassis fan 2 to full speed (and the other two) and it still didn't move, it shows up in bios but tampering with the speed did nothing. The Fan's pins are all connected directly to the motherboard as shown in both the RGB header and the above, it only had two cables.

ah, the way the bottom fan headers are flipped upside down they look like RGB cables/headers.

looking at the board layout, your CHA_FAN2 header is empty. so changing it's % wouldn't effect anything anyway.
those 3 headers are: CHA_FAN3 | CHA_FAN2 | W_PUMP+

it appears you have one of the fans on your W_PUMP+ header.
sometimes these PUMP or AIO 4pin headers do not function properly with fans attached.
try it in the second slot, CHA_FAN2.

Put it on the second one and nothing happened. What was strange though was that when I put CHA3 fan on full speed which is my back one it also did it to the ones on the radiator making 3 fans go full speed.

Ah sorry, it is CHA1 fan which is the back one. For some reason when I turn it to full speed both the back fan and radiator fans run. CHA2 and CHA3 are my front ones. I think it's something to do with the power being absorbed by the radiator fans which are connected tothe CHA1 fan some how.

Solution
Hoping it wouldn't come to this but the fan has malfunctioned somehow. Remembered I had an old corsair case fan in the shed and I plugged it in and what would ya know, the old fan worked. Thank you so much for the troubleshooting, been a big help. Thanks.
