1.96 GB usable out of 4GB RAM

Before I explain my issue, let me confirm that I have read the related posts to my problem and none solved my issue. That's why I am creating a new thread.

My rig:

I7 870
GIGABYTE H55MUD2H
Kingston 4gb DDR3
Seasonic 520W Bronze PSU
Asus NVIDIA GeForce GTX 750 TI OC 2 GB GDDR5

My system started slowing down my basic tasks lately which triggered me to check my config and i found out that in My Computer properties of my Windows 7 64 Bit, I am getting 1.96 GB out of 4 GB Installed.

In task manager, under performance tab, in resource monitor, I am getting 2059MB as hardware reserved.

Interestingly, in the BIOS i am only getting 2048 MB of RAM, but in Windows 7 I am getting 4GB(I have refreshed Windows Experience Index, and still getting 4GB Installed and 1.96 GB usable)

In CPU-Z, I am getting both memory sticks of 2048 MB each.

In msconfig - boot - maximum memory field is unchecked

When i tried booting from 1 memory stick, I got a long beep and system didn't booted. But when i used the other stick the system booted perfectly fine.

Shockingly, when i tried booting the system with both sticks, it booted perfectly fine with bios showing 2048 MB and Windows 7 and CPU-Z showing 4 GB installed.

I am honestly puzzled as of now as to whether my RAM's are at fault or is there any other issue. Should I doubt my GPU as in WEI check under detailed information it was showing 750 MB of shared memory.

Please advise the solution.

Yeah, I restarted my PC many times. I have windows XP as well, I am getting 1.97 gb of ram in Windows XP as well,but when I checked for ram in Windows 7 and in CPU Z both showed 4 GB but usable was 1.96 GB

Totally puzzled.
 
You said that with one stick installed it did not boot, I assume that means no post, but with the other stick installed it did boot, as well as with both installed. Sounds like you have a bad stick of ram, not sure why windows shows 4 installed if you can only boot with one stick
 
Another thing to point out was with the 750ti, if it's only showing 750 mb of shared ram, make sure your monitor cables are plugged into the gpu and not the motherboard, also disabling the integrated graphics from within bios
 
Yes the monitor cable is connected to gpu only, i will check the bios setting on next boot. Do you mean, the shared ram should be more?

I am also not sure why Windows is showing 4GB of RAM with both RAM's plugged in, even after I have refreshed my WEI.

Also, for my rig, can you suggest me an upgrade for RAM's. Will my rig support 4GB + 4GB? If yes, then please suggest which one should I buy. I will most likely buy from either www.flipkart.com or www.amazon.in or can go to local stores as well if you can suggest better one's which are not available on the sites mentioned.

May be 4GB DDR3 corsair or HP, please suggest other as well if you know better ones.
