[SOLVED] 10 times slower download speed on one PC, only in Windows 10

So i finally got fast internet but now i have the following problem:
On my main PC i get 10 times slower download speed (3mb/s instead of 30 mb/s)

What i ruled out:
  1. Its not the router or lan cable, because i tested same lan cable and port on different computer and got 30mb/s
  2. Its not a hardware issue, because i tried my ubuntu partition, again 30 mb/s
  3. Its not an issue with my browser, i tried different browsers and also steam. Always only around 3mb/s
  4. I dont think its the lan driver, because i tested with a wlan adapter, and also got 3 mb/s
So it has to be a software issue on Windows 10.
It really feels like there is something in the background intentionally limiting my download speed.
When i try downloading a test file it first start a little faster but always will go down to around 3mb/s
I also checked the driver for my lan card. it says it has the newest Driver.
I did an online speed test, there it measures 30mb/s and more...
I also tried starting in safe mode with network enabled. Still same issue.

My specs: Ryzen 2600x, RTX 2060, 16GB Ram

Any ideas? I dont want to reinstall windows 10..

EDIT: I fixed the problem by using the tool sg tcp optimizer, setting to default windows settings and hit apply.

My motherboard is ASRock B450 Pro4
I tried to download test files from here https://speed.hetzner.de and steam games. Always capped at 3 mb/s


EDIT: I fixed the problem by using the tool sg tcp optimizer, setting to default windows settings and hit apply.
