Question 100% CPU Usage idle with high end processor

Specs first:
i7 9700K @ 5.2 GHz
MSI MPG Z390 Pro Carbon
16GB DDR4 2400MHz
GTX 1080
SSD and HDD with 240GB and 2TB respectively.

Hi there. In the past week or so my PC has developed the problem of having 100% CPU usage constantly. Different processes are shifting around, trying to get the most usage out of my CPU. WMI Provider Host, System, Task Manager itself and Antimalware Service Executable seem to be the biggest offenders but other Windows services pop up too. I have reinstalled Windows and performed a display driver uninstall and downloaded fresh drivers from Nvidia's website. Is there any other potential fixes I could try? Thanks.

Install Malwarebytes and run it. Also, disable windows defender which is eating up 1/4 of your CPU.

I've run a scan with malwarebytes, disabled Windows Defender and I've tried to go through as many of the errors as I can, however some of the client process ids don't have a corresponding service so can't do all of them. Issue still persisting.

At this point since you have more than 1 issue I would recommend you do a clean install of the OS.
^I would agree. Many issues could be fixed at once by just reinstalling os.
Reinstalled OS completely but no changes happened. However, I've found that putting my power plan on 'balanced' instead of 'ultimate' brings the usage right down. This is looking like the best fix for now.

I have this exact same issue, my Ryzen 5 2600 stuck on 100% usage no matter what I try. Scanned for viruses using many programs found nothing. Wiped and reinstalled windows still stuck on 100 percent. Everything is updated and all drivers are on the system. Changing the power plan did nothing for me sadly. Any one have any other ideas what to do?
