100% Disk Usage

I have a friends Dell Inspiron 15 7000 Laptop and upon start up the Disk Usage is 100%. I have:-

Disabled Speed Step
Disabled Speedfetch
Disableld Windows Search
Disabled all background apps
Ran a virus scan
Among other things.

On the task manager when I choose to list by highest usage, more often than not System is at the top of the list but various other items jump to the top also, like Steam, Total AV and Microsoft Office Click-to-Run. The MB/s used ranges from 13MB/s, 6MB/s and 1MB/s for each.

I don't really know where to go from here and any more help would be appreciated. Thank you.
 
Run 'resmon' and see how the system's RAM is holding up. It might be simply that the system hasn't got enough RAM, and the pagefile is thrashing the drive. If so, enlarge the minimum pagefile (Edit - or better yet, install more RAM).

Perhaps run CCleaner, and do a system clean, and look at what's running at startup, and disable all but the necessary items. You'll have to google each to find out what they do.

Steam - Not needed at startup. Steam client should have setting to 'run on startup'. Disable this in steam client. Any Steam services can be set to manual, as opposed to automatic.

Office click to run might prevent Office apps from starting if disabled. Try disabling it, and see if Office apps run. You could set its service to manual too, and that might at least keep it off the system until Office apps are required.
