Question 100% usage

right click on 'wup' and, jump to file location and see where it is located, which might tell you a bit more about what it is...; note where it is, and, you can steer a scanner to it manually if necessary...

Can you terminate the process within task manager?

A scan with Malwarebytes Antimalware might be in order...

(Google searches on WUP only indicate that it is indeed malware)

I can turn it off in the task manager when it appears, but after 15min +/- it reappears!
