1080Ti Underperforming Horribly

I upgraded to a GTX 1080Ti recently, but its performance is well below any benchmarks that I have seen. An example of my problems: On skyrim in whiterun while looking at the town on 4k, it has lots of lag and is around 25-35 fps, but when I look at the sky it shoots straight up to 60. In Dead rising 3 unlocked frame rate, it is at 60 while I'm inside buildings and 25-30 while outside. ME:A started okish, but was more around 30 most of the time until I reached the second planet and barely gets above 20.

CPU: i7-6700
MB:mSi Z170A
Memory: 16gb DDR4
Video Card: EVGA GTX 1080Ti
700w PSU

All my drivers are updated. I changed all of the power options in nvidia to be maximum and erased all of the old drivers. Whatever advice yall have would be greatly appreciated. Checked on afterburner and GPU was running at 100%
 
I will do that. When I built the pc, it was with a friend who had a lot more experience and so I just deferred to him on the psu without doing research. I am going to be leaving for a week, but will buy a new one when I get back. I'll let you know how it goes.
 


Yes and yes. I ran Heaven 4 again to see my score compared to others. Ive seen others without an OC'd card get a 3500 score

I contacted EVGA and we found out that the cpu is the problem. I tried power settings in windows and in the bios, but it hasnt gotten any better. Does anybody have suggestions?

What did EVGA say about cpu?

Give all specs case,cpu cooler, ect.
