I am currently thinking of going with https://pcpartpicker.com/user/alizee095/saved/#savedbuild_1662285

CPU Intel Core i5-4690K 3.5GHz Quad-Core
CPU Cooler Thermaltake CLP0556 39.7 CFM Sleeve Bearing
Motherboard Intel DH87MC ATX LGA1150
Memory Corsair Vengeance 8GB (2 x 4GB) DDR3-1600
Storage Western Digital Caviar Green 1TB 3.5" 5400RPM
Video Card Gigabyte Radeon R9 290 4GB WINDFORCE
Case Corsair Graphite Series 230T Orange ATX Mid Tower
Power Supply Cooler Master 750W ATX12V
Optical Drive Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

The prices of most components locally are within a Dollar or 2 of the international prices on the best deals , primary issue is that these parts will be bought by me (Could be various areas)

And Most Importantly, Why Are You Upgrading: (e.g. I'm having trouble running game X or my PSU broke)

Solution
The build looks great overall, but would recommend a couple of changes:

1) Buy an Asus Z97 motherboard instead of that crappy Intel motherboard.

2) Buy an SSD (256GB or larger) as your OS drive and use the 1TB green drive for additional storage. Samsung, Crucial, Corsair, and Kingston are all great brands that sell 250GB SSDs for around $110. Worst case and you are limited due to budget, get the SSD and then use the old hard drive from your existing computer as the storage drive (you may need to reformat it to get the most storage capacity).

Nope , its not a necessity at all , just a general preference i have had. ^^ Ty for the heads up though the 970 does look a lot better especially since i will be running this system on a UPS due to the power situation.

I used to have pretty good know how in the E7800 Overclocking days (Rusty atm) So all suggestions are highly appreciated.
