My budget is $1300 but I can go a little over if necessary
I already have a mouse and a copy of windows but I am in need of a 2nd monitor and a mechanical keyboard.
I will be overclocking

Solution
I would personally go for a better motherboard+SSD, and 8GB of RAM. If you ever need more in the future, you can very easily upgrade to 16GB.

I would recommend EasyLover's build.. r9 280x is slightly better than gtx 770 and cheaper as well.

Streaming is quite a heavy task, that's why I threw 16gb of RAM in there, it's also the best band for buck at the moment, remember to pick a best answer
 
Though this would cross your budget a bit but you would get 16gigs of RAM. However, my recommendation is to stick with my earlier proposed build. Rest is your choice dear.
