I have a dual gtx 970 config with a 5820k. I need a monitor. I was wondering if a 4k or 1440p monitor would be better - they are pretty much the same price for a good one over here in Australia (~$500)

GTX 970 and even GTX 980 are not UHD cards: 3K/4K... IF one was to SLI them (970/980)at those resolutions, you'd still be gimped with medium to low to some graphic settings switched off for playability. You'd be looking at Titan SLI/Z or 295X cards for 4K , for what is available.
Like the other posters have stated, stick to 1440p or 1080p...

1) First of all, you don't have to actually game at 4K resolution. You can choose 1440p or 1080p if that serves you better (maxing out game quality).
2) The resolution of the monitor is also one aspect only.
*So assuming similar price I suggest getting the best QUALITY monitor, including not only viewing angles, light bleed but also RESPONSE TIME (lower is better) etc. My first impulse is to believe the 4K monitor wouldn't be quite as good overall but you have to look at reviews and customer feedback.
