Question 16gb DDR4 3200Hz RAM running at 50% idle, and 95-98% when gaming

I have enabled XMP and am not using a fresh copy of windows as it booted to an old SSD I had installed. Not adept in bios settings or tweaking RAM, and am not sure if maybe there is a solution to be found there, or if maybe it has to do with the old copy. I was hoping someone would be able to understand this screen better than I do and maybe tell me if I need to do a fresh install to solve the issue.

what is usage like at startup after a restart? (by using the restart command in the power menu)

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

it doesn't delete anything, just stops non microsoft programs running at start. easily reversed

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame. Or just leave a few not started if they not really needed.
