Question 2070 super bottlenecked by i5-8600k

Hello all!
So I recently bought the GB 2070 Super gaming OC and paired it with my i5-8600k OC'd @4.8Ghz. The problem is that I don't get the same FPS as others using the 2070 Super.
My friend has it, and he uses it with an i7-7700. I looked around and nowhere did anyone say that an i5-8600k would bottleneck this GPU. It is almost always at 100% usage whilst my GPU is at 40-60% usage. So all signs of a bottleneck are present.
Anyone have an idea or can confirm a bottleneck here?

i mean all the things you said are leading to the cpu being the bootleneck.
