Question 2070 Super has massive jump in recorded temp and the fans run at 3900 RPM ?

I just upgraded my computer because of christmas gifts and was hopeful for the upgrades to work. The CPU and RAM upgrades worked smoothly and have functioned perfectly. However, I just replaced my old GPU with a 2070 Super. It seemed to be working until I booted up a game to test it. As soon as it opened to the menu (where there is absolutely nothing that should be running the graphics card so much), the temp recorded on both NVIDIA App and task manager jumps from around 45C to 87C within seconds. The fans then spool up to 3900 RPM for a few seconds then dip down to 3000 RPM and stay around that. Then randomly the fans spin back up to 3900 RPM and dip again. It also was running at 40-45% GPU utilization again on the menu with nothing that should be running it that much. This is a brand new Gigabyte 2070 super that I got a few days ago.

CPU: AMD Ryzen 7 5700X3D
GPU: Gigabyte RTX 2070 Super
RAM: Corsair Vengeance LPX DDR4 3200 C16 2x16GB
Drives: inland SATA SSD, WDC WDBNCE0010PNC, WDS500G3X0C-00SJG0
Monitors: Primary is an AOpen 22CV1Q, Secondary is an HP W2082a
 
did you remove the old gpu driver before install this new gpu?
No I didn't, I was not sure how to and if I needed to. The app I usually use, GeForce Experience, doesn't work cause I think they have a new app. Is there a way to remove the old drivers while the current one is installed? Could I use Display Driver Uninstaller to uninstall all drivers and reinstall the 2070 drivers?
 
yes you can use ddu to uninstall the old one and reinstall a newer version
Thank you for the help. With some other tips from people with similar issues, me and my dad took it apart and reapplied the thermal paste, which was completely dry. I then ran DDU and it seems to be working smoothly. Thanks,
