Question 2070 Super works on PCIe x2 but it's supposed to support x16 ?

Hello i bough second hand system ,but i noticed that gpu works on pci x2 power. I did some resarch and found out it may happen cause of low power gpu. I saw that 2070 Super needs minimum 650w PSU to work correctly when i checked nvidia website.

There isn't any visible damage on the graphics card or the motherboard.

I tried everything:
  • Changed pcie in bios,
  • Updated bios
  • Reset bios
  • Downloaded latest gpu drivers
I can see pcie x16 option in the bios and I can select it, but the graphics card doesnt work on x16 .
Do you think that the problem is because of inadequate 500w PSU ?
Additionally, my motherboard and graphics card support x16 and there isnt any physical damage.

Also i found out that my 500w PSU is actually only like maximum 350w ?
 
Did you also click on the question mark (?) next to the bus interface info (this is for GPU-Z). You need to do so to make the GPU operate at full speed (power saving thing you may be seeing).

If that doesn't help, make sure the GPUs contacts are clean and that it is fully/firmly seated in the motherboard slot.

What is the make/model of your motherboard?
 
My motherboard is an Asus Prime H510M-D , I also did the test that you said, also checked the GPU contacts everything. I think the problem is the 500w PSU but i googled it and people say like it's real maximum is only 350w) I just wonder, does low power PSU affect GPU, like forcing it to work at
PCIe x2 ?
 
The low power PSU would likely just fail and the system shutdown (you really do need to replace this).

In your BIOS, you should be able to set the PCIe version (not the same as x16/x8/x4/x2/x1). What version is yours (likely AUTO)?

If AUTO, try setting PCIe version to 3.

Please list your full PC specs, including make and model of PSU. Then we can better advise.

Yes I did every settings from bios, but nothing changed 🙁

Frisby FR-PS50F12B 500 W Power Supply
16 GB 3200 MHZ RAM (forgot the brand)
i5 10400f
Msi Ventus OC 2070 Super 8 GB
Pny CS900 SSD SATA 3.0 2.5" 480 GB SSD
Asus H510M-D Motherboard

Also proccessor doesnt support 3200mhz so my ram works on 2666 mhz
