I'm still torn as to what GPU to buy. Right now I'm looking at a higher end 2070 like the Zotac: https://www.newegg.com/Product/Product.aspx?Item=N82E16814500442&ignorebbr=1

Which I'm told and looking at the benchmarks that it puts up 1080TI numbers and if so that is a steal compared to what else I've been looking at. I have also been considering and would be willing to put up the extra money to buy the EVGA RTX 2080: https://www.newegg.com/Product/Product.aspx?item=N82E16814487415

And FWIW, this is the monitor that I have and will be using the card with: https://www.newegg.com/Product/Product.aspx?Item=N82E16824236399

Rig configuration is:

AMD Ryzen 7 1700
Asrock X370 Taichi
16GB G Skill Trident Z DDR4-3200
Samsung 960 Evo M2
WD Blue 2TB SSD
NZXT S340 Elite
EVGA G2 750W

A 2070 might be a little weak for a consistent 4K 60Hz experience if you're aiming for High or Ultra.
If you're prepared to work with settings though, a 2070 can be viable.

You're looking somewhere between 1080 and 1080TI performance, but exactly where it lands varies depending on the title/API used.

Personally, I'd be comfortable with 4K low-medium on a 2070, and would rather save the money that investing in a 2080.

I suggest you buy the strongest card your wallet and conscience will permit.
If you do not, you will always be second guessing yourself.
The higher price hurts for a little while, but if you are dissatisfied with a lesser card, that can hurt for a long time.

As an alternative buy the cheaper card from EVGA.

Yeah that was exactly my line of thinking as well. I definitely don't play enough to warrant purchasing a 2080TI, and I feel like a 2080 would be several hundred more for only a +- few FPS difference in the games that I do play currently.
