2133Mhz RAM running at 113Mhz

after following some of the advice below (xMP enabling, changing timing settings, etc) everytime i save and reset the screen stays blank. when i hard shut down and then turn it back on again it tells me that 'overclocking failed' and I have to revert to 1133MHz.

The timings i used were 11-11-11-27 and 9-11-11-31 at both 1.5v and 1.65v. I used these two as some websites differed on the required timings and these were the two ones they mentioned

I recently upgraded my computers RAM from (2x2GB) DDR3 1133MHz to (2x4GB) DDR3 2133Mhz RAM, however the RAM still runs at a frequency of 1133MHz even though it should be running at 2133 at 1.5volts Any and all help is greatly appreciated.

other info:-
Motherboard: Asus H61M-D
CPU: intel i5 3570 3.4GHz, however maxed at 3.8 by the computer
 


Retail system or custom built? You'll need to enter the bios and change the ram settings.

I changed the timings to 11,11,11,27 as specified by the RAM

 
The problem is your Motherboard is not capable of 2133mhz unless its overclocked.

So you can clock the ram up to 1600MHZ but no further unless you learn how to overclock ram and keep it stable. Even then it wont mean you can overclock to 2133mhz.

BTW. It may not even be possible to OC the ram up to 2133 even though your ram is able to and your motherboard says it can.
 
Looking at your cpu is there also the possibilty that it won't support 2133mhz for the ram so first try something more modest like 1600mhz at the right timings/voltage for that,only after that go up to 1866mhz and so on.
It also could be you need to up the voltage for the memory controller to get where you want to be.
