This problem has been around since Windows 11 RTM. It happens on all sorts of Windows 11 devices including Microsoft Surfacebook 2 and the questions have been asked (and never properly answered) in the following threads:

I have already uninstalled/reinstalled the audio drivers, Bluetooth drivers, [Microsoft] touchpad drivers, and other system drivers.
I have used sfc and DISM.
A clean install does nothing.
It is NOT a driver issue. It is an OS issue that has been present since RTM and still in the current 22H2 Moment 4 update.
I have two videos that show that the touchpad volume control works FINE when controlling normal built-in speakers. You will notice it is very smooth as it is/was on Windows 10. Then, you will see that with 2 different Bluetooth devices, the same scrolling becomes extremely fast, unstable, and unusable.
This is an OS issue that needs to be fixed. I will revert back to Windows 10 (for now the third time) until it is fixed. Please let me know if you have any other KNOWN fixes for this. I doubt anything will fix it if even a clean install both w/ MS drivers AND OEM drivers does nothing to fix this bug.
