Would there be a performance penalty if i use my old ddr4 2x8gb 2400mhz rams when i would upgrade to a b360 9th gen mobo + i5-9400f instead of buying a new 2666 mhz kit?
Depends on the game, in some games it would hardly make a difference at all and in others there would be a noticeable difference. If you aren't sacrificing anything else then I would say buy the 2666 MHz kit, you can sell the other one.

GO TO YOUR MANUFACTURER MAINBOARD PAGE AND DOWNLOAD THE MEMORY COMPATIBILITY LIST THAT IS IN PDF FORMAT AND CHECK IF THE MEMORY YOU HAVE IS ON THAT LIST.
