Question 240hz monitor displays artifacts whenever set to 60hz

idk how else to describe this just take a glimpse for yourselves

is there anything i can do or do i just have to rma it, this is an actual issue since some games (mainly fromsoftware) also lock the screen refresh to 60hz when fullscreened

does it happen with a different monitor /TV as well?
did you try a different video cable?
did you install latest gpu drivers?
motherboard BIOS up to date?
