3 gb of ram installed only 2.75gb usable?

Hey everyone more questions lol.
I have 3gb of corsair value select installed on my computer.
However it says that only 2.75gb is usable.
What's even more odd is that a month or so ago, it said that 2.5gb was usable.
Why is that?
Under task manager, resource monitor, memory it says that 257mb is for hardware reserved. Before it had about 513mb hardware reserve.

Running:
Windows 7 32 bit
AMD Athlon X2 64 4400+ Socket 939 2.2ghz
Asus A8N-SLI Premium
3gb of ram
2x 256mb XFX GeForce 8600 GTXXX in SLI

But then shouldn't it be back at 2.5gb usable instead of 2.75gb?
