Question 30-40% GPU CPU USAGE NO BOTTLENECK

Hello guys i have 1 problem. At most time my gpu and cpu use is around 30-40% and fps drops and there is stuttering.
this is happening since i swaped my 1650super for 3070.My fur score is ok

I did DDU and clean install driver
changed power settings
And did almost all steps in most of yt videos that i can find.
Bottleneck should not be problem because i have 5600X with b550 tomahawk
16 gb of 3200 ram

By default this is mostly a single core game so low CPU usage. For the video card it will only do what it needs to if it don't get information from the CPU then it has nothing to do.
I really dont understand what is limiting me, to not be fully using cpu and gpu. At least stabile fps

The CPU seems weak for the 3070.
Here is an article that explores your CPU with the 3070.
Are you kidding me? The 5600x doesn't even bottleneck a 4070 at 1440p, and I can attest to that since those are my specs. That article is only relevant for 1080p, but at 1440p or higher the 5600x is more than adequate to keep up with a 3070. So it seems to me like he's gaming at a low resolution or something else might be the issue.

I instantly see your problem looking at your benchmark. You have a 1080p monitor, correct? That right there would be your culprit. See if you can get a fairly decent 1440p monitor. I bought one on Newegg from a brand called VIOTEK. It was only around $160. It's an IPS panel with a 75hz refresh rate. It's also G-sync compatible. Not bad at all for the price. 🙂

Edit: You can try this one if you have the funds: https://www.newegg.com/p/3D4-000W-000A3 It's a little more than mine was but considering the specs it seems well worth it! Hope this helps.

Just like I said. Mostly a single core game. 12 thread processor if your only using 90% or so of one and maybe 50 % of 2 more then your in the 20/30% area. The video card is easy your processor can only put out X amount of FPS the video card only does what it needs to do to render those FPS.

I think you can go into steam and make it run in DX12 to use more cores this might and might not fix the problem as how much of the video card is used nothing you can really do about that other than turning up the settings or increasing the resolution.

EDIT what exact power supply are you using?
On those 2 games i found codes for dx12 and i am running them off steam soo i am sure that they are active.
