Discussion 30 FPS feels like 15 FPS??

Hello, i've opened a thread like this 5 years ago and still today i experience the same thing. I've bought a completely new PC, a new monitor, everything, and still happens the same. When i watch videos recorded at 30 FPS they look good, or when i record it. But when i play games, 40 FPS feels 25, and 30 like 15.

When using GeForce NOW it happens the same, even it's not my pc, it's just a streaming service.

Here's a video recorded at 30 ~30 FPS with motion blur disabled. As i said, in the video looks better but in my point of view when playing it looks sooo worse.

PC SPECS:
quadro p5000
intel xeon e5 2667 v3 @ 3.20ghz
3x4 @ 2133 DDR4

Did you say your screen is 4k? Can you check what the refresh rate is running at in Nvidia control panel? Some 4k screens will default to 24hz or 30hz which will make it feel terrible regardless of FPS.

What if you manually force your resolution in windows/nvidia control panel to 1080p @ 60Hz ?

it is running at 144, i've tried with 1080 @ 60, 144, etc but still the same
 
What cable are you using?

Ive seen weird things happen with dodgy Displayport cables.
hdmi, i've tried with vga and it's the same, also yeah, i've even bought a new monitor just to see if the monitor was the problem, but its quite strange, it happened the same with my old pc, and the one that i currently have is a completely new pc, new monitor and still the same.. but with another pc that i had it didn't happened so like i said its quite strange

What HDMI cable are you using, it does matter.

VGA?

What monitor is that?

And you have a massive bottleneck going on also, GPU bottleneck.

Run 3D Mark Time Spy and post the result link, the actual URL.

Theres gotta be somthing linking the two.

Can you do a clean install to another drive/partition with just drivers and game to test in case its some bit of software on your computer causing the weird behaviour?

I don't know about the cable, it's the that came with the monitor, i'm using the HDMI port. The monitor is the acer predator x27

Yes, i know the CPU is kinda ----, but i didn't remember i've enabled the frame limiter on rivatuner, i've tried to run rust in 4k and still had 35 fps (with the limiter on), i can do it again without the limiter and see if the gpu load is higher if needed

And Rob, i'm pretty sure it's not any software, as I said I have this problem from more than 6 years, in those 6 years i've formatted a lot of times and tried everything, i'm pretty sure it has nothing to do with the software itself.

So has some piece of hardware moved between the two pcs? I thought you said you have experienced it with different pcs?
Nope, both are completely different and were bought new, the only thing that both had its a nvidia graphic card... btw, it didn't happen in the first PC i've had, which didn't had a nvidia card so idk
 
So how do you think its affected two different pcs of yours, and its not something software?
Hmm yeah you are right i think but i've already formatted more than 20 times in these 5 years, i've tried to a clean install uninstalling old drivers and just with drivers etc and it's the same
