Question 3070 5600xUNDERPERFORMING

Ive had this pc for a little over a year now and ive always wondered why im not getting enough frames like I should be. I even played minecraft on all the default settings max and only getting around 50-30 frames in 1080p. Ive played BfV and RDR2 and can barely reach 100 frames on high. SPECS:
GPU: ASUS 3070 DUAL OC EDITION
CPU: Ryzen 5 5600x
RAM: Corsair Vengeance 16Gb 3600mhz (im running on xmp)
Motherboard: b550 Tuf gaming wifi Plus
PSU: EVGA 700w BR
SSD: Crucial P2 3D NVMe PCIe M.2 500GB
PLEASE HELP

looking at your gpu bios, it has base 240watt power draw, which is higher than on vanilla 3070 (normal for OC editions), but looking at your userbench gpu score, it doesnt seems your GPU doesnt even get close to that power draw
what are your gpu temperatures?

On idle it is on 37 CELCIUS when im playing game me playing minecraft for a bit ive gotten around the same temps AND bfV on ultra everything runs about 63 celcius

also would you think my stuff is throttling? cause my cpu is 60 Celsius on idle and 70 while playing games (i use the amd stock fans) i am planning on buying a aio for my cpu in the future.
 
Use MSI Afterburner (may take some configuring) or HWiNFO and monitor the GPU and CPU speeds while playing games. Report back what you see.
ok ive opened task manager and ive seen that my gpu barely runs at like 40% MAX while keeping a cool 60 Celsius while my cpu is working its ass off at 100% getting close to 80 celcius

The CPU is either taxed too hard, or the temperature is keeping it from boosting. Check the CPU speed with HWiNFO as Task Manager may not be accurate. The 5600X can go up to 4.0-4.1GHz on all cores if cooling is sufficient.
 
Look at gpu-Z. Your gpu is running @ pcie 2.0 speeds.
If they took the screenshot while the GPU was idling, then it lowers the PCIe speed to save power. Case in point:

Even if the video card were operating at 2.0 speeds, as long as it has all 16 lanes, performance loss isn't that bad considering an RTX 3080 loses about 4% on average

So I assumed (most likely incorrectly) that the op's gpu-z was taken under a load, coupled with the gpu not hitting close to power targets according to UBM, the cpu being where it should be, led me to again assume that the card wasn't actually running upto potential.

Which could be as simple as not making a good connection with the pins in the slot. My suggestion would have been to reseat the gpu a few times.

you do start worry when pcie lanes doesnt match, like x1/x4 lanes in x16 slot closest to cpu

i saw that in some other post and it worked for them so i might just do that. So all i gotta do is take out the gpu and put it back in a few times?
 
Ill be a stick in the mud, 60c idle is way to much, something is chewing up resources.

Instead of messing about, reinstall windows! A fresh install not a restore.
I'm guessing this will fix the issue,assuming you aren't running hacked gamez!
my cpu is running like that cause its overclocked to like 4.3ghz and it gets hot like that. Ill change the overclocking to its base speed (3.70ghz) in the bios to see if that helps.
note that I am using the stock fan for the cpu and saving enough money to get me a sweet ass aio for my cpu.
