[SOLVED] 3070 with awful frames and usage

So I recently purchased an MSI GS76 Stealth (3070, i9-11900H, 32gb ram, 1tb ssd) and I'm getting fairly low fps and frame rate drops (in everything) in addition to frequent freezes in certain games. The card's highest output is ~1/2-3/4 of what my old 1060 puts out. Graphics quality doesn't affect performance at all; max or min results in the same fps and drops. I've checked everywhere I can think of in settings for both Nvidia and Windows. My benchmarks in Heaven range from ~80-160 on extreme (although it does still stutter quite a bit) and my temps are all fine. Usage for the cpu maxes out at ~15-20% and memory only goes above 20-25% when using Heaven (35%). All drivers, etc. are up to date. With no settings conflicts, throttling, or faulty settings, I kind of don't really know what could be wrong with a new computer.

yea it is, that cpu percentage usage just means how many cores are used, 15% is like 3 cores from your 16?
games usualy doesnt use too many cores, which is fine as you can run some background stuffs which wont affect gaming fps

as it being mobile cpu, id check cpu frequency and power limit (TDP)
cTDP is configurable 35-45wats with 35watt being default
you really want to have cpu clocks at 4.5GHz+ during gaming
tdp limit can pretty much cause what youre experiencing...poor cpu performance, but on the other hand, rising it will make your cpu run hotter, so it can thermal throttle
