Question 3080 underperforming

I recently upgraded to 3080 ftw3 previously 2080 ti dual fan , i have seen that the 3080 is not performing as it should pretty much i getting same performance as my 2080 ti , im wondering if that has to do with the power performance because i have a 750w psu does any og that has to do with the performance or anyone have a fix ? I see that my 3080 sits at 60% 70% usage could that be a power delivery issue because of my psu too weak .. not best English hope understand clear

Need complete system details and what game you are trying to play and what resolutions and settings.

My guess would be your system is preventing higher performance, not the GPU.
