Question 3080 won't boot in my PC only ?

Hey all, this is more of a follow-on post from my previous one as I've found out alot more information & the previous post is probably lost on page 650 by now. Sorry if not allowed but I need semi-urgent help as warranty is closing in....

So this issue is ;

I purchased a Gigabyte 3080 Vision OC LHR to upgrade my 2070S a month ago and it won't post with the 3080 in the top PCIe x16 slot, it posts/games fine in the bottom PCIe x4 slot.

But here's the funky part, I've confirmed my 3080 works in 4 other PC's (x2 Gen 3.0 PC's, x2 Gen 4.0 PC)...

But I've also confirmed my other parts are working as I've had a 2070S, 1650, 970 AND another 3080 in my PC working fine!

The things I've tried so far ;
●Updating BIOS
●Downgrading BIOS
●Factory Defaults in BIOS
●Clearing CMOS for x hours
●Jumping CMOS
●Firmware update (not BIOS) on my 3080
●Reseated all components
●Had all components out in a test bench build with only vitals connected
●Brand new RAM (16GB Corsair Vengeance)
●Tried RAM in different configurations
●Brand new PSU (RM850X)
●Checked CPU for bent pins/paste
●Made sure no grounding issues in the case
●Cleaned PCIe slots
●Un-tightened MOBO/AIO screws incase of a mounting pressure issue
●Update Intel Chipset Drivers
●Changed BIOS to PCIe Gen 3/2/1/Auto
●ReBAR on/off
●Removed all HDDs/SSDs/M.2
●Safe mode DDU drivers 3 times
●Windows 11/10

There's probably more stuff, but I can't remember atm.

The VGA light is lit up white on my mobo, indicating an issue but what could that issue be? It's as if my motherboard has forgotten what my 3080 is...Gigabyte logo lights up & all 3 GPU fans spin

I briefly remember this being a thing with 3060s/3080Ti models, but what options am I left with on a non Ti model?

I've already attempted an RMA on the GPU and they've come back saying it works...which it does! Intel have given me some software checks & sent off logs to them, all which come back working perfectly.

I'm struggling to understand what the issue is here, as ALL components are working in different configurations, just not mine!

Any help is GREATLY appreciated right now, thank you :D

Have you tried reflashing the bios, or an updated bios on the gpu?
I haven’t, I don’t want a very expensive ornament :(

+On Gigabyte’s website, there isn’t any vBIOS available for my model, presumably because it’s an LHR and they don’t want people messing around with the hash rate.

Rev 1.0 has multiple available, but I’m not confident they’re compatible with each other so I’ve just left it as it.

I’ve tried 3 different version of my mobo BIOS which non have solved the issue.
