Hello guys, which one ram i should get, 3200MHz 16-18-18 or 3600MHz 17-21-21 for asus rog strix z590-e I7-11700k?

Will depend on the workload(s) and whether it favours speed or latency (or a combination of both).

In the majority of applications that don't outright prefer one over the other, I'd expect they'd perform almost identically. 3600/CL17 has the (ever so slight) latency advantage. It's ~9.5nanoseconds vs 10flat.

Probably nothing you would ever notice using a Intel processor were talking in the 2 or 3 FPS area at the most but it would help your 1% lows a bit.
