is there any chance your case is off balance causing the fan to be tilted? I had a similar issue but I had cooling issues so I just got water cooling and the issue went away. I have heard of this issue before and most of the time it ends up being the cpu fan. Im not sure if this helped but that's all I know about this issue. Im not saying to spend your money on water cooling, but that fixed the issue for me.
