well right now on newegg $618.88 for 9900k with asus prime z390.
$704.98 for 3700x with crosshair hero viii. so you can get either for more or less.
That's a basic motherboard compared to a botique model motherboard. That's not an apple to apple. A more fair comparison is Asus Prime X570 for $159. (src:

$330 + $159 = $489
$439 / $618 = 71%.
So you are saving 29% going with AMD.
And you still have to buy a quality cooler with Intel. Intel K parts don't come boxed with a cooler. They are also harder to cool as their boost TDP is higher than AMDs
Is there a 29% performance delta between the 2? HELL NO. You're lucky if it's 5% depending on load. It's even less at high resolutions that these kind of CPU's would be used for.
Even if you went with a 3800X (which is a higher quality binned chip with better boost) $559/$618 = 90%. So you are still saving 10% and your ratings are even closer.
Your invalid comparison is invalid.
If cost were no object, Intel. If heat is an issue (SFF builds), AMD. If you want value, AMD.
