Ok, bear with me 'cause I'm not expecting much, but I'm shocked that my V3-3000 on a Gigahertz PC can score in the 2000's, but on a PII-400 it only gets 554. Is the bottleneck that bad? Those tests were only getting 3-7 fps.

Well...there's always the question of Drivers. 2K1 definitely prefers faster procs though. Scoring in the 2000's with a V3 is actually pretty good for a 1GHz machine. I can only score 2870 with my GTS on an 866.

yea, those tests crank down on the processor a ton. thats why they make great stability testers.
My Athlon T-Bird 945 (105*9) with a Radeon 32DDR @183 got a 3000 something score. so you can see that a next generation video card will give you another 1000 marks.
