3tb drive reading as 746gb

I've tried the exercise recommended by RealBeast but still it appears as 746gb. What am I doing wrong? That exercise was going into DiskPart and running the command lines:

list disk
select disk
clean

What am I missing?

The only option is:
1. Go to file explorer
2. Right click computer
3. Go to manage
4. Go to storage
5. Delete the drive (partitions)
6. Format the drive

Maybe you cab skip 5 if there is unused space
(You will lose the data on the drive)
