Considering all factors constant and am using the best desktop brands in the market which one is better for video editing, is it a system with 4gb ram and 8gb graphics card or a system with 8 gb ram and 4 gb graphics.

adobe premier and after effects cc

My statement is accurate. More system RAM is more important that more graphics RAM. And for what you are doing the 8GB you list for system RAM is awfully small.
8GB RAM/4GB GPU, no contest, no debate. The only exception is if your system is running 32-bit Windows (which limits you to 4GB of RAM maximum)....but even then, VRAM on the GPU isn't as important as whether or not the app supports hardware acceleration via the GPU anyway (i.e. CUDA support); if there's no hardware acceleration in the app, it won't care if your GPU has 8GB or 8MB of VRAM in it, because it'll completely ignore it.

But as @kanewolf said, 8GB is very much on the lean side for the tasks you're looking at. 16GB would be much, much better, 32GB if you can afford it/if your system can take it.

you are still not getting my question.

let me simplify... is it better to have bigger system ram and smaller graphics ram, or have smaller system ram and biger graphics ram?
