4790k hits tj with 212evo cooler

My 4790k cpu won't stay cool under load in stress test at stock speeds and voltage with cm 212 evo. Running prime 95 ver 26.6 max heat
1.26-1.263vcore
4.4ghz
98c-103c

I had another post I thought I fixed it using advice from people. I re applied tim checked plugs re seated cpu and tightened heat sink tighter. Stayed at 68c-75c using these settings
1.265 vcore adaptive voltage
Cores at 46 multiplier
4.6ghz over clocked

Now it's getting hot again ??????
Any help or suggestions?

Could it be I've degraded cpu life? Or I just have a not up to par 4790k?

Under gpu stress test fire strike 4K cpu hits 70c max gpu hits 75c max with a 5300 score.

I'm using cpuid hardware monitor.

Asus sabertooth mk1 mobo
Intel 4790k cpu
Gskill ddr3 16gb @1866mhz
Gtx 980 sc sli x2 gpu
Thermaltake rx2 850 psu

I think there are only three possibilities at this point. I list them in order I think is the most to least likely.
a. The cooler is installed incorrectly. Are you sure you using the right mounting hardware? Did you remove the plastic underneath the cooler? Is the cooler torqued down evenly? You can even try removing the mounting hardware, laying the pc flat. Wipe off the thermal paste. Apply a small dot to the center and push the heatsink down onto the cpu and let it sit there under it's own weight. This should be enough to cool it properly. Doing this will rule out improper installation.

b. The cooler is defective. There could be a problem with the heat pipes or the way the are attached to the base. You'll have to sub it...
How long have you had the cooler could the fins be clogged with dust? Do you have a thin layer of thermal grease on the heat sink? is the heat sink making good contact with the CPU? Perhaps you should try another cooler.
Noctua NH-D15, Zalman CNPS9500A or others I'm sure you'll get lots of suggestions.
 
Do your gpus exhaust the Ir out the back like a refernece cooler or do they have an aftermarket cooler that blows air everywhere?

My theory would be the ambient air temp is too hot in your case as a result of the sli config. Try with the side door off?
 
I have an extra large tower plenty of room. The 212evo is clean
I have the evga gtx980 sc acx 2.0 coolers on the gpus
Lots of case fans intake 4 in front exhaust 2 in back
Side covers off
Another cooler is oem Intel I can try
Thin layer of Arctic silver 5

c. Power supply is going wonky. This is tricky. Try removing all but 1 GPU. If you can sub it out with a weaker GPU. Also if possible sub out the PSU entirely.
