The best single card for 4k at the moment is the Radeon 290x. However, the fps barely hits 30 in some cases, so it's far from playable. You would need 2x 290x to reach 50 - 60fps.
Almost all new cards support 4k resolution. A lot of the older ones support it too. What do you plan on using it for? Gaming?

Technically, yes it does support 4K, but don't expect high fps while gaming. To get 60+fps on Ultra @ 4K, you need to spend $1500+ on video cards, like a 295x2.
there is no solution here
because first if you have the f9000 with the oneconnect box v1 (the original one) its only hdmi 1.4 so 4k at 30 hz hors 1080p at 60hz
and second even if you have the oneconnect v2 (sek 2500 sold separatly) ,yes there is 4 hdmi 2.0 connector that can support 4k 60hz
but no display port ,and for now there is ZERO graphic card with a hdmi 2.0 port and for last ,still for now there is no adapter (must be an active one) that convert displayort to hdmi 2.0

I play Archeage with a 290X Sapphire and I get over 50 in all cases on 4K.
