Can you please share more details about your system specs and PC configuration? Do you have another drive booting into the OS or is this 4 TB HDD your primary HDD and you are currently trying to install an OS on it?
If it's a secondary drive and it's not listed anywhere in Windows, but only visible in the BIOS, I'd recommend you try swapping the SATA cable and the SATA port where the HDD is currently connected to the motherboard of your computer. You should make sure that it's also connected to the PSU(Power Supply Unit) via the Molex cable. If you need any assistance with the physical installation of the drive, refer to this guide on

Since it's a 4 TB HDD, you need to remember to
initialize the hard drive in GPT (Guid Partition table), otherwise you won't be able to use more than 2.2 TB of its capacity. Here's an article about the
difference between MBR (Master Boot Record) & GPT (GUID partition Table), if you are interested in the additional info.
