I need to build an APU pc for 550 Euro (including monitor, keyboard, mouse, case with preinstalled 3 fans and good airflow) in Spain. I will order everything on Spain Amazon. The PC will be used for primarily studying and programming, along with playing PubG, GTA V, Rainbow Six Siege. Please make the pcpartpicker list and send me - https://es.pcpartpicker.com/ .

Solution
i would get the 2400g instead of 2200g then you will get 4 cores/8 threads that will last alot longer than the 2200g.
That was the first thing I considered, but I dismissed it. It makes some sacrifices I'm not too comfortable with.
Then there's shipping and taxes that partpicker doesn't account for... the following build is likely still over the OP's budget.

Get a free mouse & keyboard from someones work.

  • CPU - has a decent integrated graphics until you can afford a discrete graphics card
  • Mobo - has 4 RAM slots and guaranteed shipping BIOS that supports Ryzen 3000 CPUs
  • RAM - has a nice fast CAS16
  • Case - tempered glass instead of acrylic. Good internal layout and fan mounts
  • PSU - Good quality unit.
  • Additional fans - most cases in this range only ship with one fan. Which is ok for no graphics card, but as soon as you get a dGPU, you'll want at least one intake fan.
  • That monitor is 24", 1080p, IPS, 40-75Hz FreeSync via DisplayPort or HDMI. Best choice in your budget range.
  • Not sure if you need a wifi card or not.
